Abstract

The revision of the PROPER 2025 environmental assessment criteria has increased the importance of domestic waste management within plantation companies as part of environmental performance evaluation. Although domestic waste management has received growing regulatory attention, previous studies have predominantly emphasized technical waste handling practices, with limited attention given to the organizational capabilities required for successful implementation. This study aims to develop a managerial implementation framework for strengthening integrated domestic waste management at PT Bisma Dharma Kencana (PT BDK) to support environmental compliance and sustainable operational performance. A qualitative case study approach was employed in this research. Data were collected through semi-structured interviews with five key informants, direct observations, and document analysis. The data were analyzed using thematic analysis, supported by organizational readiness assessment and data triangulation to enhance the credibility of the findings.
The findings indicate that effective domestic waste management depends on the integration of external environmental drivers, organizational readiness, and operational implementation. While PT BDK has established a pilot domestic waste management system consisting of waste segregation, collection, transportation, waste weighing, documentation, and monitoring, sustainable implementation is primarily influenced by leadership commitment, organizational governance, cross-functional coordination, infrastructure readiness, and continuous organizational learning. These organizational capabilities enable environmental requirements to be translated into effective managerial and operational practices. This study proposes the Integrated Domestic Waste Management Implementation Framework (IDWMIF) as its principal contribution. The framework integrates external environmental drivers, organizational readiness, operational implementation, continuous organizational learning, and expected organizational outcomes into a systematic managerial implementation model. By emphasizing organizational capability as the critical link between environmental regulations and operational implementation, the framework provides a practical managerial reference that may be adapted by plantation companies and other organizations facing similar environmental management challenges.
