Abstract

Operating since 1971, PT. PHE ONWJ (Pertamina Hulu Energi Offshore North West Java), as a subsidiary of PHE (Pertamina Hulu Energi) has been recognized in managing offshore oil and gas fields. PT. PHE ONWJ area stretches from north of Cirebon to Kepulauan Seribu, as wide as 8,300 km2. With the oil production target of 40.5 MBOPD and gas production target of 182 MMSCFD in 2015, PT. PHE ONWJ is acknowledged as one of the largest oil and gas producers in Indonesia. PT. PHE ONWJ is currently facing challenge at Supply Chain Management Division especially at Logistic Department regarding how they track movement of their materials via online system between Marunda Warehouse, Marunda Jetty (Sea Port), and Flowstation (Offshore) and vice versa process and also regarding compliance with regulation from SKK Migas that stated in PTK 007 regarding controlling all materials of KKKS’s (Kontraktor Kontrak Kerja Sama) working area and stated in PTK 059 regarding cost recovery when materials are used. That kind of situation will lead PT. PHE ONWJ to the risk of materials that can be cost recovery by SKK Migas or in other words will impact to the revenue from the company. Potential loss of revenue from PT. PHE ONWJ is USD 14,182,886.31. Logistic Department wants to improve their supply chain management process via online system so that they can remove all of the manual / offline process which currently run at by Marunda Jetty People and Flowstation End User. The improvement of the supply chain management process may impact day to day operational performance, financial costing, end user satisfaction, and the most important things is regarding potential loss of revenue from PT. PHE ONWJ. Critical area in supply chain management PT. PHE ONWJ especially Logistic Department is planning of recording via online system every single materials movement between Marunda Warehouse, Marunda Jetty, Flowstation, and vice versa that prepared by Logistic People and will be used by Flowstation End User. Research purpose at PT. PHE ONWJ especially Logistic Department is to re-design Current Business Proses and perform recommendation to better performance of supply chain management (Future Business Process). The benefit is not only aimed for Logistic Department, but also for Finance Department and Flowstation End User (Operations Department). By collecting data with observation, interview, and questionnaire from PT. PHE ONWJ especially Logistic Department to obtain the primary data and secondary data, we analyze using BPM (Business Process Management) – The 7 Stages of Business Process Management to redesign current business process of supply chain management from the company. Therefore some recommendation for continuous improvement of supply chain management at PT. PHE ONWJ especially Logistic Department with action as follows are proposed Future Logistic Business Process, including implementation Extended WMS (Warehouse Management System) Project, WMS Phase 3, a core IT System for supporting day to day operational regarding tracking movement of materials, and finally conduct socialization to End User regarding management of change. The following are Business Benefit that will be obtained by PT. PHE ONWJ regarding Implementation WMS Phase 3: - Traceable and Trackable (including Compliance with the Regulation) - Reduction Time and Cost - Simplicity and Easiness
