Abstract
Indonesia has set a target of two million electric vehicles (EVs) on the road by 2030 and has supported it with incentives including a reduction in Value Added Tax (VAT) from 11% to 1% and exemptions from import duty. Uptake nevertheless remains modest: EVs accounted for only 2.92% of the national automotive market in the second quarter of 2024, even as consumer interest in EVs in DKI Jakarta rose by 104.13% over the same period. This gap between rising interest and actual purchasing is the problem the study addresses. Drawing on an extended Theory of Planned Behavior (TPB), the research examines how attitude toward electric vehicles, subjective norms, perceived behavioral control, environmental concern, and financial factors affect EV purchase intention in DKI Jakarta. Data were collected through an online questionnaire completed by 197 prospective EV buyers selected by purposive sampling, and analysed using Partial Least Squares Structural Equation Modeling (PLS-SEM) in SmartPLS 4. Four of the five hypotheses were supported. Attitude toward electric vehicles was the strongest predictor of purchase intention, followed by perceived behavioral control, financial factors, and subjective norms. Environmental concern had no significant effect. Together the five constructs explained 70.0% of the variance in purchase intention (R2 = 0.700). The results indicate that environmental appeals on their own are unlikely to shift buying behaviour in Jakarta, and that attitude formation, financial accessibility, perceived control over ownership, and social influence carry considerably more weight.
