Abstract

This research applies capability approach as an evaluative framework to assess the effectiveness of a university-based incubator in developing social entrepreneurship of its students and fresh graduates. The study was conducted at Gadjah Mada University, a large Indonesian state university with over 55,000 students, which has initiated an incubator dedicated for social entrepreneurship development since 2018. We applied a mixed method research by conducting content analysis of project evaluation document, focus group discussions (FGDs) with targeted tenants, and a statistical analysis based on a survey to all tenants of the incubator. To explain the findings, we adopted Robeyns’ theoretical framework of capability approach. We find strong correlation between university-based incubator and tenants’ performance. The incubator serves as social and environmental conversion factors that enhance tenants’ individual conversion factors and their performance as change agents. Furthermore, the incubator has develop tenants’ social entrepreneurship capability set, however, it is up to tenants’ choice whether they want to be or not to be social entrepreneurs as their functionings. This explains why not all tenants choose to become social entrepreneurs although they are given the same opportunities by the incubator. Of 39 tenants, 19 (49%) of them are growing, five (13%) tenants are stagnant, and 14 (38%) tenants decide to stop and do other things. Overall. this study illumniates the linkages among the concepts of capability approach, university-based incubator and social entrepreneurship. The model developed by this study can be applied by other universities and institutions in running their business incubators.
