Abstract

PT. JMTO is a toll road operator company that has been performing its business in toll road operation for years. In 2021, the government under the ministry of Public works and housing - the toll road regulatory agency announced that there will be a replacement of technology implementation for toll road transactions which has been initiated and will be operated under the government called multi-lane free flow (MLFF) using the global navigation satellite system (GNSS). This government's policy will directly disrupt PT JMTo's core business, especially in transaction management. This situation will impact PT JMTO's revenue, even in the worst case of financial distress. Hence, PT JMTO has to formulate a breakthrough strategy to counter this disruption. The objectives of this project are to recommend some strategies to overcome the MLFF disruption and determine its strategy steps align with the digital transformation of PT JMTO. The main objective of PT JMTO is generating any potential new revenue streams as well as balancing their revenue loss chance so the strategy will be focusing on exploring a new business streams for which PT JMTO has the resources and capabilities while awaiting certain external situations for the toll road operation business environment, notably on MLFF. In conclusion, the strategies defined are strengthening the core competencies of PT JMTO to develop competitive advantages while synergizing strong relationship and accelerating its digital talent development. Further project analysis, risk analysis, legal review, and evaluation models will be conducted in other projects.
