Abstract
Like other developing countries, Internet development in Indonesia first began in the early 1990s. It was around the time where neighboring countries including Malaysia, Singapore, The Philippines and Thailand were also introduced to Internet development. But the case for the Indonesia Internet development was slightly different. Indonesia’s first Internet development was not started by the government but rather by one small community called the Pangubuyan Network, which Pangubuyan translated from Bahasa Indonesia as Mean Group. This innovative community was initiated by a group of Indonesian students who studied in Canada. These students used to only use “Store and Forward” emails and bulletin board system to connect and communicate back in Canada. After awhile, the Indonesia government realized that they needed to make a move. This was where the government first developed JASIPAKTA and IPTEKNET. In year 1994, IndoNet had its debut commercial advertisement as the first ever Internet service provider in Jakarta. Back then IndoNet only offered a dial up connection to the upper stream provider abroad. The biggest problem was how expensive it cost. However, as the first commercial of ISP, IndoNet made it through to introduce a new innovative technology in the country and succeeded to gain Internet users.
