Abstract

PT. Bakrie Metal Industries (PT. BMI) is a local Indonesian Holding Company which legally established in 2005 and is part of the Bakrie & Brothers group (www.bakrie- brothers.com). In 2008 PT. BMI transformed from an operational holding company managing Steel Pipe and Fabrication/Construction business, into an Integrated Engineering Company with diversified investment in Energy Services and Infrastructure Support. As a growing holding company overseeing several subsidiaries which its subsidiaries have been established for several years, PT. BMI is currently looking to re- define its Human Resource Management into a Competency Based Human Resource Management through the Competency Framework. With growing intensity of competition, PT. BMI is looking to establish a competency based HRM through the establishment of Core Competencies and Functional competencies to support its growth and development. The formulation of a Competency Guide book and further recommendation for PT. BMI have been provided by our group as a base to PT. BMI's Competency based HRM. Through the process of developing Core Competencies through Research, Interviews & Focus Group Discussion, Competencies such as Adapting To Change, Continuous Improvement, Result Orientation, Teamwork & Cooperation were included. Also with the Functional Competencies, there were several competencies that were identical amongst all the functions such as Change Leadership, Manage People, Strategic Thinking, Problem Solving and External Awareness. These were some examples of the chosen competencies. These competencies are all included in the Competency Guide book which details its meaning and the levels of competencies. Through the establishment, we've also recommended numerous ways in how to implement the Competency Framework within the organization as well as how to socialize the implementation for the organization. The guide book is the base for the competency based framework, This study intends to fulfill IPMI's requirement in completing our post-graduate program in which we have started through night classes from July 2008 and some of us in Jan 2009, to earn our degree in Magister Manajemen (MM). This study is conducted to leam how we can support PT. BMI in implementing a Competency Framework for their growing organization. It is aimed to provide a solution for PT. BMI and recommend a fit HRM system for PT. BMI. This study is also conducted based on our research of various competency based dictionaries, interviewing key persons of PT. BMI and conducting an FGD (Focus Discussion Group) amongst key persons
