Abstract

viEXECUTIVE SUMMARYThe study addresses the problem of lack on standard competency framework at the operational levels of plant workers in PT Selamat Sempurna Tbk, a major filter manufacturer in Asia region. The challenges in the filter industry (competition become tougher, pressure of ISO standardization on automotive manufacturing,and shifting of manufacturing technology trend towards high-tech manufacturing)andchallenges in the Indonesia workforce (low in productivity, low quality of high school graduates,and increase in regional minimum wage)increase the needs of the company to have standard required skillsof its plant workers to ensure quality of work and output.The objective of this study is to standardize the competency for all the critical position of plant workers, in order to improve productivity and product quality.Data is collected from primary sources (through review of company documentation, direct observation, and interviews) and secondary sources (literature review). Data is analyzed followingseveral phasesas below : 1.Defining critical positions 2.Define competencies for critical positions 3.Leveling competencies for critical positions 4.Design training pathways 5.Gap analysis Job description of all positions are reviewed and analyzed in order to identify critical positions. As result, thirteen (13) positions are identified as critical. Competencies for each critical position are identified with the required level of each competency. Based on the required competencies and its level, training pathways are developed. Gap analysis is done on recruitment, competencyevaluation, and training activity of the company. By comparing with the theoretical framework, several recommendations are drawn.
