Abstract

This study aims to understand how the investment attractiveness of PT PERTAMINA Geothermal Energy (PGEO) could be improved through the lens of senior manage ment. Qualitative single-case study triangulated documentary review and key inform ant interviews with results from strategic diagnostic exercises consisting of SWOT analysis, Kepner–Tregoe, 5 Whys, and Fishbone analysis by using dynamic capabili ties as the conceptual lens. Results show that PGEO's investment attractiveness is shaped by factors within the company’s organizational capabilities and external factors such as institutional setup and market forces. Uncertainty in regulation, tariff/power purchase agreement structure, exploration risk, project execution risk, and single off taker risk contribute to the gap between the country’s geothermal resources' potential and commercially bankable projects. This study suggests improvement of sensing ca pability by actively monitoring market and regulation development, improvement of seizing capability by increasing financing alternatives and business model diversifica tion, and improvement of transformation capability by stronger governance and deci siveness. This study contributes management-focused recommendations while ac knowledging its limited scope and view, as it was not validated with investors and regulators.
