Abstract

The COVID-19 pandemic created unprecedented disruptions in global supply chains, particularly within the Fast-Moving Consumer Goods (FMCG) industry. These disruptions highlighted the importance of maintaining supply chain velocity to ensure product availability and customer satisfaction. This study investigated the influence of Supply Chain Empowerment, Supply Chain Innovation, and Supply Chain Resilience on Supply Chain Velocity in an FMCG company in Indonesia, with COVID-19 lockdown policies examined as a moderating factor. The research adopts a hybrid methodology combining Structural Equation Modeling–Partial Least Squares (SEM-PLS) and the Analytic Hierarchy Process (AHP). Data were collected from 50 employees and managers involved in supply chain operations at PT XYZ Indonesia. The SEM-PLS results indicate that Supply Chain Innovation is the most influential factor affecting Supply Chain Velocity, exhibiting the strongest positive relationship among the variables studied ((β = 0.357, t = 1.681, p = 0.046). Supply Chain Empowerment and Supply Chain Resilience also show positive relationships with Supply Chain Velocity, although their effects are not statistically significant. The structural model explains 56.7% of the variance in Supply Chain Velocity. Furthermore, COVID-19 lockdown policies significantly moderate the relationship between internal supply chain capabilities and velocity (β = 0.339, t = 1.844, p = 0.033), acting as both a constraint and a catalyst for organizational adaptation. The AHP analysis supports the quantitative findings by ranking Supply Chain Innovation as the highest strategic priority (47.9%), followed by Supply Chain Empowerment (36.3%) and Supply Chain Resilience (15.9%). Despite the challenges imposed by mobility restrictions and operational disruptions, PT XYZ successfully maintained an average Case Fill Rate of approximately 99%, exceeding its target of 97.8%. The findings suggest that innovation-driven agility, supported by employee empowerment and resilient operational capabilities, is critical for sustaining supply chain performance during periods of severe disruption.
