Abstract

Digital technology has been used in educational institutions as a means to support learning and as a learning tool. However, the education 4.0 challenges, particularly in Indonesia, there are still 45% of Indonesians that are unable to use the internet or there is a digital divide. Meanwhile, the goal of implementing information and technology (IT) in higher education institutions (HEI) is to gain competitive advantage from business opportunities, saving costs for infrastructure development in the future, developing successful resources and competencies in the organization. Throughout this research, the effect of resources (RS) to digital leadership (DL) (H1) will be analyzed, also followed by analyzing the effect of digital leadership (DL) to digital culture (DC) (H2), and resources (RS) to digital culture (DC) (H3). The methods of PLS-SEM and SPSS ave been used in this research, due to the existence of indirect effect by the digital leadership (DL) within the effect of resources (RS) to digital culture (DC) (H4). Based on the responses by the lecturers, dean, director, as well as head of study in 5 big universities in Java island-UGM, UNDIP, UNPAD, IPB, and Telkom Universities, this research has result that shows how each of the hypotheses have positive and significant effects.
