Abstract

This study examines the mobile telecommunications industry in Papua, focusing on the market challenges and opportunities faced by Indosat Ooredoo Hutchison, a key player in Indonesia's telecom sector. The main issues identified include the significant disparity in telecommunication network coverage in Papua and the potential for market share dominance by a single player, specifically Telkomsel. The research employs strategic frameworks such as Porter’s Five Forces, PESTLE, SWOT, TOWS, and the 7P marketing strategy to analyze the external and internal factors influencing market entry and expansion. Over eight weeks, the project progresses from setting objectives and gathering market and competitor data to conducting strategic analysis, identifying key issues, developing localized strategies using the 7P framework, incorporating stakeholder feedback, and concluding with final reporting and future insights. The findings suggest that Indosat can overcome network disparities by leveraging local partnerships and infrastructure innovations, while capturing market share through hyper-localized pricing, targeted distribution, and culturally relevant promotions. Practical recommendations include strengthening community ties,investing in cost-effective technologies, and enhancing brand awareness in underserved areas. The study's limitations include its focus solely on Papua and its reliance on specific strategic models, suggesting that future research could expand to other regions and include alternative analysis models.
