Abstract

The occurrence of risk may hinder the achievement of organizational goals, making the implementation of Risk Management a crucial aspect for activity and goal owners. Since strategies evolve over time, the development of risk management as a system of achievement management never stops, being continuously aligned with best practices and documented in various standards. Building risk management is essentially about developing culture, capabilities, and practices that support organizations in achieving enhanced performance. Therefore, organizations must periodically review and evaluate the reliability of their risk management practices to achieve the ideal maturity level. One common measurement tool is the Risk Management Maturity Assessment, which evaluates the quality and effectiveness of implementation. This study applied a four-stage assessment process: (1) self-assessment through a questionnaire, (2) assessment using document studies, (3) verification of initial results through selective interviews, and (4) confirmation through Focus Group Discussion (FGD). The self-assessment was carried out using a Google Form questionnaire within three days, involving 3,315 respondents or 58.42% of BPJS Ketenagakerjaan employees. The entire activity required three months to complete. The results of the employee perception survey were then validated and combined with findings from document studies, interviews, and FGDs to obtain the actual Risk Management Maturity Index of BPJS Ketenagakerjaan in 2022. The assessment concluded that the maturity level reached a score of 3.94 out of 5.00, which is equivalent to Level IV (Manage). Referring to ISO 31000:2018, organizations are required to continuously improve and develop their risk management practices. Based on the assessment, the evaluation of the 2021 AOI implementation, and international best practices, nine Areas of Improvement (AOI) were recommended for BPJS Ketenagakerjaan. These recommendations are expected to strengthen the organization’s ability to adapt and improve its risk management system, ensuring sustainable performance and alignment with global standards.
